When gardening plots are surrendered by existing JPPG members, they are assigned on a first come, first served basis to applicants who then pay a nominal annual user fee and agree to abide by rules and regulations that have been developed in concert with the National Park Service. Due to the popularity of gardening in South Old Town Alexandria, the waiting time for a new applicant to get to the top of the waiting list can be over 2 years.
